The manager of this office is clearly a 'piler'.

IKEA take note, in India paper-based information management is still hanging in there.  There are many reasons people are reluctant to digitize, one is undoubtedly the loss of jobs due to greater efficiency. Another, is simply tradition and the inherent unwieldiness of bureaucracy. However,  it's also easier to "demand bribes in exchange for cutting through the red tape." Something, I'm sure some officials are in no hurry to change.

Plus side: an entire store dedicated to carbon paper.
