Lab 3: Two potentiometers, blink + brightness

Previous setup from lab 2, + two potentiometers. 

Both Pots control the blue, red, and green LED, one controls the rate of blinking, the other, the brightness.
Red led is at twice the speed as the blue led, green led, etc. giving an added strobe effect.
