Idea for Web Tool Targeted at Enterprises

 you can get a lot of people to agree on a few things, and a few people to agree on a lot of things.  but you can't get a lot of people to agree on a lot of things.    


...well this is a continuum that could/should be quantified.  so I propose, a "person-concept" cost calculator.


a web tool that lets CIOs and those representing the interest of the office of the CIO to estimate the cost of semantic agreement across disparate systems  
the user will input both concept and person.  perhaps there could be a social polling element where the tool communicates with outside stakeholders to enhance the model.   
 the output will determine whether the standards/interoperability undertaking is feasible and would give a metric of "how feasible" "how costly" 
 the tool could be sold to a systems integrating consulting company and would serve as services lead generating tool.  ever see anything like this?anybody have any other specs in mind?worthy of a MIMS final project?
